Test & Commissioning Manager
Permanent position based in Hamilton within the Rail industry.
OVERALL PURPOSE
Day to day management of testing and commissioning projects as required and for ensuring all projects are co-ordinated and delivered to the laid down standards and procedures.
PRINCIPAL ACCOUNTABILITIES OR MAIN TASKS
1. Principally accountable for determining the testing requirements for all projects within the division whether SWTH or SMTH.
2. Ensure the laid down standards for Signalling Works Testing are strictly maintained by all staff engaged on testing activities.
3. Co-ordinate and integrate the qualified resources of own group, and qualified staff from other sources (as required), to both maximise productivity whilst not placing unreasonable demands on the available testing resource.
4. Direct the production of all Test documentation for all planned works undertaken by Signalling & Control Systems; ensure that all such documents are checked and authorised.
5. Ensure that strict compliance takes place with the documentation requirements of all relevant Standards and that records are maintained in the manner, and for the duration, prescribed by Group Standards, Quality Systems, etc.
6. Manage the on-going certification, modular training and competencies of all STH certificated staff and maintain auditable records of all staff engaged on STH testing duties, and act as mentor to individuals undergoing the Authority to Work arrangements.
7. Undertake specific testing duties and responsibilities as required, right up to and including the role of Tester-in-Charge, Principles Tester for Major Projects/Complex Projects.
8. Maintain effective communications and good Industrial Relations with staff to ensure motivation and commitment to achieving Business Objectives.
9. Identify and document areas either of improvement to, and/or need for derogations/concessions to, laid down standards on Signalling Works Testing that may improve or maintain the absolute safety of the Signalling System and Rail Users.
10. Monitor and control T&C cost base and ensure all works are carried out to tender allowables.
11. Assist in Rosters of Staff.
PERSON SPECIFICATION
Ideal Qualifications & Experience
• Corporate Membership of the Institution of Railway Signal Engineers is preferred but not essential.
• Minimum educational/academic qualification of HNC/HND.
• An in depth degree of knowledge and experience in S&T. Engineering Principles, standards and practices, including experience in a responsible position in the Design discipline.
• Hold an IRSE license in the following categories - Test Manager, Testers In Charge andPrinciples Tester.
• Fully conversant with Company and Legislative procedures, policies etc.
